A victim does not have to be a member of the group at which the hostility is targeted. In fact, anyone could be a victim of a hate crime.

What is a Third Party Reporting Centre
A Third Party Reporting Centre is local groups/libraries/shops or even local council offices that have been trained by Police Scotland to take reports of hate crime. If you do not want to go to the police with your report for any reason you can contact your local third party reporting centre. We have added a link below to list all groups etc. that can take your reports.

Renfrewshire Access Panel has been a Third Party Reporting Centre for some time now, we initially did the training to help with disability hate crime but we are happy to assist anyone who wishes to report a hate crime.
We are happy for you to contact us by phone or you can visit our offices where one of our trained members can privately take the details of the hate crime in one of our private offices.
